Public source room · updated 28 August 2026

Nineteen located ACTA families are digitised and posted—with every remaining historical gap visible.

For every located control copy, this room now provides page-sequenced public text, a rendered text-edition PDF, an irreversibly redacted source facsimile and redacted source-page images. The layers remain separate so that OCR is never presented as certified transcription and a received copy is never presented as the official minutes book.

ACTA source-family register

Located, partial, referenced and absent are different states.

The public index controls this register. “Digitised and posted” means all four public layers exist for the located control copy; it does not mean the OCR was manually certified line by line, every historical variant is authentic, or every referenced annex has been found.

Current publication state: 23 controlled events have 46 language-specific pages. There are 19 located ACTA/minutes families and one separately classified non-ACTA RICPE notice package: 20 public packages with 412 source pages, 412 redacted source images, 20 raster-only redacted source facsimiles, 448 text-edition pages and 20 rendered text-edition PDFs. For sources subject to full-page redaction, the public edition marks the page sequence and privacy decision rather than revealing private OCR. No OCR is certified or manually verified line by line. The 2012 president's statement has been located within the 2014 notarial source; the 2012 objection, standalone 20 November 2018 ACTA, primary 29 December 2021 records and outcome of the RICPE meeting scheduled for 11/12 March 2022 remain open.
Montelanza · pre-saleBefore the June 2008 asset transaction.
Project · Multimatrix/LPB → Aweswell/LPB–GilDate-specific project succession; it does not attribute pre-entry acts to Gil.
Attributed adverse · AAS → FMMM/Cogolludo/PamanilGil's attributed sequence and the project's documentary classification; each actor and office remains separate, and this is not a finding of joint action, illegality or guilt.
Alleged adverse · Acosta Matos/CAMLater attributed phase; not a finding of joint action or guilt.
Mixed / contestedCross-perimeter attendance or unresolved convener.
UnresolvedNo classification is forced where the primary source is insufficient.

Sun Park Owners’ Community

Who called, chaired, authored and kept each ACTA.

Three historical lineages and one evidence status. Colour never replaces the written role or source.

A · Original Montelanza/JPS · pre-salePeriod before the June 2008 asset transaction. ‘JPS’ identifies the historical perimeter stated by Gil; the JPS–Montelanza corporate or title relationship must be proved source by source.
B · LPB project → Aweswell/LPB · Gil and PatriciaDocumentary project-side succession. B0 identifies Multimatrix/LPB before Gil and Patricia's documented entry; B1 identifies the Aweswell/LPB phase. No B0 act is attributed personally to Gil or Patricia.
C · Alleged adverse lineage · dissidents → Acosta MatosC1 identifies the Aizpurúa/Molina–Roque Prieto/FMMM/Pamanil–Cogolludo phase; C2 identifies the later Acosta Matos/CAM phase. The arrow records Gil's attributed sequence and documented nodes, not proved legal succession, common control, agreement, illegality or guilt.
D · Cross-lane or insufficient proofEvidence status, not a fourth perimeter: the source crosses A/B/C or does not safely attribute the call and documentary production.

Before 2008: No Owners' Community ACTA earlier than 29 April 2008 has been located or identified by date. Earlier statutes/title instruments and historical references are not converted into minutes.

No completeness by label

What “complete public-safe package” means here.

Completeness is about this public edition, not completeness of the official Community archive or authenticity of the copy received.

Required componentPass conditionWhat it does not prove
Public-safe text or explicit redaction markerEvery line that can be published is presented in sequence; where privacy requires a full-page redaction, the edition preserves its position and explains that decision rather than revealing private OCR. Illegible text is not completed by conjecture. That the received copy is the official book or that its statements are true or valid.
Public text-edition PDFThe controlled edition is rendered as a readable PDF after deterministic page, count and privacy checks. Two wholly withheld packages contain page markers, not public OCR.That the PDF is a facsimile, unredacted original, certified copy or line-by-line verified transcription.
Rendered edition pagesThe thumbnail list and public-edition page count agree, with no unexplained publication-page gap. That the thumbnails reproduce the visual appearance of the native ACTA.
Redacted source facsimile and source-page imagesEvery received source page is visually represented in order after document-level privacy review, with any removed region logged. That the received copy is the official book or that unlocated annexes and variants do not exist.
Integrity manifestSource locator, received-copy hash where available, size/page metadata, transformations, redactions, variants and open reconciliations are recorded. An uninterrupted forensic chain of custody or official certification.

Variant rule: a readable package remains “partial” when another recorded byte variant, page-count variant, annex set or signed-book version has not been reconciled. Public redaction must protect non-essential personal data while preserving the sequence and governance-relevant wording.

Events around the minutes

New recoveries, notice, meeting, ACTA, implementation and later reliance stay separate.

Emails and meetings help establish notice, instructions and use. They do not become minutes merely because they concern the same subject.

15 July 2008 · 17:00 universal CEXP meeting

The six-page source located on 28 August concerns a CEXP meeting from 17:00 to 17:30. It is a distinct event from the Owners’ Community meeting held at 12:00 the same day. The public package preserves three Spanish pages and three sworn-English-translation pages with precautionary redaction; authenticity, official book, notice, circulation and legal effect remain open.

Located notarial source

10 April 2014 · 155-page controlled source

The located notarial copy concerns an ordinary meeting, although a later carrier filename called it “extraordinary”. It contains 54 pages of notarial instrument, 100 incorporated pages and a simple-copy certification. It also incorporates the 2012 president's statement at source pages 66–70. A partial, materially distinct typed version remains unreconciled, and this publication does not establish authority to convene, validity or official authenticity.

10 June 2016 working meeting

Contemporaneous scheduling, the same-night “today's meeting” email and the original AMR names place the Las Palmas working meeting on 10 June. Two private AMR parts have been located; a third filename is an exact duplicate of the second. Their combined media duration is about 126 minutes 36 seconds, compared with “144 min” on a later transcript label. The 11JUN2016 label and stable routes remain as version history. Authentication, speaker identity and capacity, audio-to-transcript alignment and privacy/confidentiality review remain open.
