Primary source reviewed

What Treasury decided and implemented.

16 June · Resolution 154/2026

It recognised partial access, subject where appropriate to dissociation of personal data.

28 August · signed act

Treasury stated that the Article 22.2 period under Law 19/2013 had elapsed and directed implementation of the already-recognised access through Colabora.

Controlled first delivery

It includes contracting and 2022–2025 borrowing/debt files, including the 2024 and 2025 public RIC-eligible issue files.

Signer and capacity: the act was electronically signed on 28 August 2026 by María Teresa Bosch Llinares, Director-General for Treasury and Financial Policy. This identifies official authorship in that capacity; it does not attribute knowledge, conduct or responsibility beyond the signed official records.

One notification, one delivery event, several automated transmissions.

What is established—and what remains open.

Established

Access in implementation

The recognised partial access moved into implementation through Colabora and documentary production began.

Established

Current denominator

The reviewed first delivery totals exactly 8 files and 734 pages. Page counts and hashes are controlled in the public RIC debt record.

Open

Later production

The Directorate announced successive delivery after review and dissociation. That remaining production stays open under ME-110.

Not established: acceptance of the project's allegations, Law 2/2023 protection, compliance with every preservation or transfer request, completeness of the final file, subscriber identity, a public-bond flow to HNT/MYND Yaiza, irregularity or individual responsibility.

Mandatory separation of files.

Treasury 7/2026 / Resolution 154/2026 remains separate from 12/2026-0710092416 / Resolution 28/2026, a Vice-Ministry for Finance transparency file, and from the Law 2/2023 routing track arising from REGAGE26e00065752755. Documentary connection does not merge the organ, reference, object or legal effect.

Canonical rule: separate legal lanes, interconnected evidence, and no attribution to one body of decisions adopted by another.

First delivery: substantive review.

The analysis of contracting, 2022–2025 operations and the 2024–2025 RIC issues appears in the unitary dossier. All eight searchable public-redacted OCR derivatives, transcripts, omission logs, index and hashes are available in the document room.
