CANARY GOVERNMENT · TREASURY · RIC · RICPE · HNT / MYND YAIZA
Not zero connection. Not the same money either.
RIC-eligible Canary public debt and RICPE private finance are different routes for materialising the same statutory tax incentive. The first raises money for budgeted public investment; the second channels private capital into business projects. The Acosta Matos connection is documented in the RICPE→HNT route. It has not been established that proceeds from the 2024 or 2025 public bonds funded HNT, MYND Yaiza or any Acosta Matos entity.
WHY THE GOVERNMENT RAISES THESE FUNDS
One instrument performs two functions at once.
Materialise a RIC allocation
A taxpayer that has allocated RIC needs a legally qualifying investment within the applicable time and conditions. The public bond provides one route. The offer was open to natural and legal persons; RIC eligibility is a feature of the security, not proof that every subscriber used it for tax purposes.
Finance public investment at a lower coupon
The Government receives principal, pays coupon and repays nominal. The 2024 AFI memorandum explains that the investor's financial-tax return can permit a lower coupon and “ease the Canary Islands' financing burden” while proceeds finance eligible public investment.
Turn tax relief into territorial capital
The design links a private tax benefit to investment located in the Canary Islands. In the public route, the destination is public budgets; in the RICPE route, capital moves indirectly into qualifying private projects.
Direct answer: the Government is not raising money to “fund RICPE”. It borrows for public investment and uses the bond's RIC eligibility to reduce its financing cost. Demand above supply shows appetite for that asset; it does not reveal taxpayers' identities or the destination of their other investments.
THREE LANES · ONE READING
Separate the instruments without fragmenting the system.
There is no proved arrow between “Autonomous Community bond” and “HNT / MYND Yaiza”. This page connects the lanes because they share a tax-policy system, institutions and disclosure questions; it does not merge them into one pool.
THE TWO ISSUES

| Coupon | 0.50% fixed annually | 0.20% fixed annually | Contractual debt return; not a subsidy to a private project. |
| Maturity | 28 November 2029 | 4 December 2030 | Principal is repaid at maturity. |

ACOSTA MATOS CONNECTION
Direct, indirect, open and excluded propositions.
| Proposition | Status | What the record supports | What cannot be claimed |
|---|---|---|---|
| RICPE→HNT / MYND Yaiza | Direct and documented | The reconstructed audited accounts record Series F of €1,598,849.32 and Series G of €4,974,853.78: €6,573,703.10 lent to Hotel New Trend, S.L., an entity within the Acosta Matos perimeter described in the dossier. | It does not by itself identify every subscriber or prove that Acosta-origin RIC was materialised. |
| Government / AEAT→RICPE suitability | Institutional | The RICPE record refers to Decree 224/2022 and an AEAT binding report dated 17 November 2022 for suitability of project instruments. | Tax suitability does not by itself certify civil title, absence of litigation, eligible cost or accuracy of every representation. |
| GC/836/P06→HNT | Separate support | Published award: €11,469,714 investment, €3,440,914.20 grant and 60 jobs. | The award does not prove final payment, compliance or overlap; it requires its own file. |
| 2024/2025 public bonds→Acosta Matos | Open bridge | The issues belong to the same RIC ecosystem, and the access production shows subscription and allocation procedures. | Dissociated data do not allow NIF matching or a claim that an Acosta Matos person or entity subscribed. |
| Public bonds→HNT loans | Unproved / temporally excluded as source | The issues settled in November-December 2024 and December 2025. | They cannot be the original source of HNT loans formalised in December 2022 and June 2023; no public allocation of proceeds to HNT has been located. |
The remaining hypothesis: an entity within the same perimeter could appear both as beneficiary/borrower in the private route and as subscriber or RIC originator in another route. That dual position is not presumed. It is tested by matching Series F/G registers, bond applications, NIFs, beneficial ownership, RIC returns and bank movements.
REVERSE-ENGINEERED REDIGEST · REPOSITORY + WEBSITE
What the Treasury production adds—and what remains separate.
2022 authorisation planning
The 2022 request contemplated loans, bonds and a possible RIC issue with term, nominal value, coupon and Article 27.4.D.4 use. This tranche does not prove that issue was executed, subscribed, settled or allocated.
Ordinary, private-placement and RIC debt
The 2022–2025 files include ordinary loans and private placements serving other purposes, including maturities and reimbursements. They must not be merged with public RIC-eligible issues.
Identity and beneficiary flow
It provides no subscriber or beneficial-owner bridge to Acosta Matos and no Treasury source-and-use trail to HNT. The access production is also partial and announces later tranches.
Limited institutional overlaps: AFI is technical coordinator of the public issues; it does not appear as a RICPE/HNT actor in this corpus. Cecabank appears in the ordinary-debt universe and, in separate RICPE sources, as depositary. A shared provider or financial infrastructure does not prove a shared transaction, money flow, knowledge or responsibility.
REDACTIONS, ALLOCATION AND FALSIFIABLE PROOF
An absence of names is not converted into an absence of connection.
Dissociated subscribers
The production does not permit public reconstruction of the complete subscriber list, NIFs, allocations and beneficial ownership. That leaves the Acosta cross-match open; it does not confirm it.
2025: €80,000 / €100,000
The published Order fixes an initial minimum allocation of €80,000. An operational draw/allocation record refers to €100,000. This may be a drafting inconsistency or a later operational rule; version, authority, communication and actual application must be reconciled.
Staged access
The letter dated 28 August 2026 partially implements Resolution 154/2026: it delivers 2022–2025 files and announces successive production of remaining records after review and dissociation.
No-inference rule: a drafting difference, dissociated data, institutional coincidence or oversubscribed offer does not prove preferential treatment, connected subscription, diversion, double funding or criminality.
WHAT CAN PROVE OR REFUTE THE BRIDGE
The closure list is finite.
- Complete 2024/2025 application and allocation register, lawfully dissociated or produced to a competent authority.
- NIF/beneficial-owner cross-match against Acosta Matos persons and entities.
- RICPE Series F/G share register and subscription documents.
- RIC returns for each investment originator, preserving tax secrecy and proper process.
- RICPE→HNT contracts, bank accounts and drawdowns.
- HNT accounting and source-and-use by invoice, work, job and period.
- Complete suitability file: application, AEAT report, Decree 224/2022, annexes and amendments.
- GC/836/P06 file: declared other aid, eligible cost, payments, employment, verification and closure.
- 2025 reconciliation of the €80,000 published minimum allocation with the €100,000 operational reference.
- Remaining documents promised under the staged Resolution 154/2026 production.
Closure test: if NIF matching excludes the Acosta Matos perimeter, the possible public-subscription bridge closes. If there is a match, it opens only the next question: amount, capacity, beneficial owner, RIC origin, timing and presence or absence of any onward flow. A match by itself proves no irregularity.
SOURCES AND RIGHT OF REPLY
