San Bernardo 27 · memory · conservation · public use
Preservation brief · not acquisition diligenceSan Bernardo 27 is being considered as a possible future home for Por Derecho because its legal and institutional biography is coherent with a mission of memory, traceability, research, training and public conversation. The acquisition has not been completed and this document creates no rights over the property.
This brief is not an inspection, survey, valuation, acquisition due diligence, structural report, planning opinion, heritage assessment, services audit, energy certificate, accessibility study, project, budget or works authorisation. It does not confirm title, charges, price, funding, physical condition, development capacity, protection, licences or fitness for use.
It does not authorise entry, measurement, opening-up, sampling, testing, drone use, contact with occupants, appointment or alteration. Every access and action requires the express consent of the legally entitled person and competent professionals.
Biography before programme
Public research places the house within a family, legal and institutional sequence associated with Canary self-government, legal research, economic and social dialogue and protection of rights in relation to public administration. Each episode must be consolidated through sources and oral history before a definitive narrative.
Photographs, plans, publications, records, testimony and objects are described by origin, date, rights and level of certainty.
The family and people who knew the house retain the ability to correct identification, chronology and context.
Architectural and institutional stages are documented; a false historical uniformity is not manufactured.
Preservation does not mean automatic publication. Privacy, intellectual property and restrictions are respected.
Intervention principles
The actual scope can be defined only after acquisition, permissions, professional studies and an approved programme.
Identify what can be retained, repaired and maintained. Replacement needs a documented technical, regulatory or functional reason.
Contemporary additions should be legible, discreet and, where feasible, reversible without harm to significant material.
Life safety, fire, evacuation, accessibility, health and safe use are conditions of opening, not decoration.
Data, energy, security, audiovisual systems and AI are integrated with minimal intrusion, segmentation, safe shutdown and no showroom effect.
Passive comfort, shade, ventilation, water, maintenance and efficiency are studied without sacrificing significance to a generic solution.
Archive, deliberation, visitors, staff, events and sensitive systems require distinct zones, flows and permissions.
Conceptual programme
These are possible uses to guide a future conversation with architects, conservation specialists, family, users and authorities. They do not allocate existing rooms or constitute a design.
The history of the property, its institutions, authorised family material and documentation of the transformation itself.
Law, procedure, insolvency, property, public administration, oversight, technology and effective protection.
Sources, chronologies, competence maps, contradictions and review before hard-to-reverse decisions.
Deliberation, conflicts, decisions and minutes; proposed for a body that has not yet been constituted.
Small groups, synthetic cases, professional education and independent review.
Discreet encounters between law, civil society, universities, technology and public service.
Small teams, concentration, editing, translation and secure documentation.
Rest and conversation only if structure, regulation, neighbours and conservation permit.
Network, storage, energy, security and maintenance accessible without invading significant spaces.
Professional sequence
Each phase has its own authority gate. A favourable result does not automatically authorise the next phase.
Confirm who may authorise access, documentation, studies, publication and appointments.
Initial inventory of sources, rights, gaps and questions for family and institutions.
Architecture, conservation, structure, services, moisture, accessibility, safety and setting by specialists.
Planning, listing, protection, licences, uses, occupancy, fire, accessibility and other permissions.
Significance, risks, maintenance, minimum intervention, phases, costs, contingencies and change criteria.
Alternatives, impact, users, operation, safety, sustainability, neighbours and permissions.
Technical documents, procurement, direction, quality control and before-during-after record.
Building manual, inspection, energy, incidents, accessibility, archive and mission evaluation.
Validated biography, conservation principles, authorised programme, publishable sources, documented progress and corrections. It must never inflate acquisition or project status.
Title, charges, price, funding, contracts, negotiations, condition, reports, risks, insurance and strategy remain separate and are shared only with authority and professional need.
“Receive the house with documentary humility: preserve what we know, mark what we do not know, and do not build a story faster than the evidence.”
