OPEN LETTER · CABILDO DE LANZAROTE · YAIZA COUNCIL

A route to clarity and a future for Lanzarote.

We propose a direct, calm and useful institutional conversation: clarify the files that require it, keep each administration’s responsibilities distinct, and open a working route towards a stronger, more sustainable and more productive visitor economy.

To the Presidency and team of the Cabildo · to the Mayor’s office and services of Yaiza Council

Lanzarote is a place in which we still believe.

Project Sun Rock and the entities connected with its recovery have a long-term interest in hospitality, real assets and responsible initiatives that can add economic and social value to the island. That willingness needs a clear institutional framework and a conversation grounded in verifiable facts.

01 · Tourism with value

Sustainable, profitable hospitality

Hotel activity that respects the place, supports skilled work and contributes to a more durable, higher-value visitor experience.

02 · Knowledge and capacity

Talent, technology and local work

Room for services, innovation and remote-working professionals, connected to local skills and year-round economic activity.

03 · Infrastructure and confidence

Projects that can be delivered

Serious initiatives depend on clear records, reliable water and sanitation, sensible mobility and an administration that is predictable for everyone.

These are areas of interest and cooperation, not an investment promise, an approved project or a request for preferential treatment.

One common message · two responsibilities

The advantage of one letter is coordination, not confusion.

Decisions and records should not be mixed. This letter creates a common door to discuss Lanzarote, while retaining two verifiable routes so each administration can identify its own file, documentation and next step.

Tourism planning and documentary traceability

We seek a complete, usable answer on the documentation used to describe the tourism operating unit, the included units and the authority relied upon in the files already identified.

Boundary: an administrative answer about a tourism operation does not, of itself, decide civil ownership or real rights in particular units.

  • Effective access to the files and annex indexes.
  • Identification of the unit list and the authority documentation used.
  • An explanation of the checks, reports and reservations recorded in the file.

Municipal route · Yaiza Council

Files, licences and the municipal documentary basis

We ask the Council to identify its own documentary basis for each relevant municipal act: who appeared, in what capacity, in respect of which units, and with what support in the file.

Boundary: the request is for Yaiza’s records and explanation; it does not ask the Council to decide an insolvency, award civil title or pre-judge third-party liability.

  • An index of relevant files, licences, works and communications.
  • Documents identifying promoter, owner, community, operator or representative.
  • An express, focused response to the traceability requests already submitted.

Working proposal

Let us begin by speaking directly.

We request a short preparatory video call and, after that, an in-person working meeting in Lanzarote with the Presidency of the Cabildo and the appropriate teams. Yaiza Council can join at the appropriate stage for its own matters.

The agenda can be simple: define the files and responsible teams, agree a mechanism for document delivery and verification, and explore the areas of alignment with the island’s public priorities.

Institutional framework

An invitation to move forward, with clear boundaries.

Clarity protects everyone. This page does not replace the applicable procedures or turn a discussion about the future into a trade for the treatment of pending files.

What this letter does not do. It makes no allegation against the Cabildo and asks no administration to reach a predetermined conclusion. It does not make future projects conditional on the resolution of separate matters. It does not waive rights, administrative routes or existing proceedings. It asks simply for a complete documentary answer within each institution’s remit and a good-faith working conversation.

Particular questions —including any question concerning Costa Papagayo infrastructure— remain in separate files and pages with an identifiable source, evidential status and request for verification.
