# Sun Park Community / CEXP — ACTAs, events and source ledger, 2008–2022

**Cut-off:** 28 August 2026

**Status:** canonical public-safe event/source control; **all 19 located ACTA/minutes control-copy families plus one separately classified non-ACTA RICPE notice/agenda package digitised and prepared in the current repository worktree; reviewed merge, deployment and live readback remain pending; source certification/completion remains in progress**

**Scope:** Owners' Community, CEXP, meeting notices, ACTAs, direct communications, implementation records, challenges and downstream reliance relevant to the Sun Park authority/debt/vote/exploitation chain.

## 1. Controlling purpose

This ledger is the single source-controlled index for reconstructing each material event as a chain:

`notice / agenda` → `meeting / attendance / proxies` → `signed ACTA / resolution` → `implementation / communication` → `challenge / institutional reliance`.

It prevents three recurring errors:

1. treating a located filename, later recital or summary as the signed original;
2. treating a structured digest as a complete transcription; and
3. treating source discovery as proof of delivery, validity, performance, reliance or legal effect.

As at this cut-off, all **19 located ACTA/minutes control-copy families** and the **one located non-ACTA RICPE notice/agenda** have generated public-safe digitisation packages prepared in the current repository worktree: page-sequenced public-redacted text or explicit full-page redaction markers, rendered text-edition PDF/pages, raster-only irreversibly redacted source facsimile, redacted source-page image gallery, provenance, redaction log and integrity manifest. Reviewed merge, Pages deployment and live readback are not yet claimed. The 20 packages represent **412 source pages**, **448 text-edition pages**, **20 source facsimiles**, **20 text-edition PDFs** and **860 current JPEG page images** (412 source-gallery images plus 448 text-edition previews). The separately retained superseded layer contains **209 legacy WEBP previews** and is not folded into that current count. This is completion of derivative generation for the located control copies, not certification: every OCR remains uncertified and not manually verified line by line; received copies are not presented as official minute books or certified originals. The unredacted native sources and variants remain separately controlled and outside the public repository.

The standalone 20-Nov-2018 ACTA remains referenced only in later material and unlocated. The five-page president's statement referenced by the located 10-Aug-2012 ACTA is now located at pages 66–70 of the 155-page 10-Apr-2014 notarial package; the separate 2012 objection writing remains unlocated. The located RICPE source is a received notice/agenda dated 11-Feb-2022 that attributes a proposed 11/12-Mar-2022 corporate shareholders' call to the RICPE board through its secretary; it is **not an ACTA and does not independently prove authorship, actual issuance, service, recipient knowledge, occurrence, quorum, votes or outcome**. Its recital of a 29-Dec-2021 shareholder resolution supports a separate gap event, not a reconstructed meeting or minutes. Non-location is not non-existence.

### 1.1 Meeting-lineage and individual-page control

The controlling visual/source-lineage index is `evidence/community/actas/meeting-lineage-index-v1.json`. It assigns every one of the **23 controlled ACTA/meeting events** its own Spanish and English page (**46 language-specific bilingual event pages**) and separates:

- documented convener/body;
- date-specific project or adverse-perimeter attribution;
- attribution status and confidence;
- source basis and contrary/limiting evidence;
- page-sequenced public text or explicit redaction-marker edition, plus the source-page gallery, where a digitised package exists; and
- related events, chronology, provenance, redactions and integrity records.

The perimeter classes are `pre_sale_montelanza`, `project_lpb_aweswell_gil`, `adverse_montelanza_molina`, `adverse_acosta_matos`, `mixed_or_contested` and `unresolved`. The 23-event distribution is **A 1 / B 7 / C1 5 / C2 3 / D-MIXED 5 / D-OPEN 2** (primary totals A 1 / B 7 / C 8 / D 7). The adverse classes are Gil Marer's attributed position, not a finding of coordinated action, fraud, criminal purpose or guilt. The project-side label does not attribute acts to Gil before his documented entry. The RICPE corporate events remain distinct from the Owners' Community, CEXP, CAM and every project/adverse actor; their present `D-OPEN` and `D-MIXED` assignments reflect incomplete/contested evidence, not a juridical merger. ### 3.2 Connected Google Drive universe searched

Targeted title/date/body searches were run against the connected Drive available to this work for: `ACTA`, `Comunidad`, `CEXP`, `Sun Park`, the dates listed below, `Pamanil`, `Pamalexsha`, `04FEB2022`, `RICPE`, the 29-Dec-2021 recital and the 11/12-Mar-2022 scheduled meeting, plus known filename variants. The results included native PDF copies, Google Docs, spreadsheets, presentations and later analytical bundles. The final pass located two byte-identical objects for one five-page RICPE notice/agenda; duplicate custody is recorded without double-counting. The search did **not** prove completeness of Drive, shared drives, deleted items, private minute books, corporate books or external custodians.

### 3.3 Connected Gmail universe searched

Targeted Gmail searches/readback covered exact ACTA filenames, dates, Community/Pamanil/Pamalexsha terms, convocation packages and known senders/recipients. Stable opaque public tokens preserve cross-row source correlation below without exposing provider message IDs, personal addresses or full private bodies. Gmail availability is not an independent preservation copy and does not prove receipt outside the located thread.

### 3.4 Public-locator privacy remediation — 28 August 2026

Provider-native Gmail message IDs and Google Drive file IDs in this public register are represented by stable, one-way `SP-PRV-LCTR-*` tokens. Exact locators and the reversible token mapping remain in private custody outside Git; a public token is not a retrieval coordinate, authenticity finding or proof of receipt. This remediation removes the raw locators from the current file only. Earlier Git commits and other retained history may still contain the prior exposure, and no erasure of repository history is claimed.

### 3.5 Systems not exhausted

The following remain outside or incomplete in this recovery pass: original Community/CEXP minute books; RICPE corporate books and primary 29-Dec-2021 or 11/12-Mar-2022 minutes/outcomes; certified copies held by office-holders/notaries; every member's or shareholder's mailbox; Pamanil/Pamalexsha native books, bank and payroll; complete court/AEAT/municipal/Cabildo files; deleted material; native meeting audio other than the located 10-Jun-2016 AMR files described below; complete proxy and delivery records; and any source outside the connected accounts searched.

## 4. Canonical source families

The IDs below identify **source families**. Multiple copies are retained where version, scan quality, filename or custody differs. No two copies are declared byte-identical unless a matching hash has been verified.

Current package facts are controlled by `evidence/community/actas/public-index.json`, `evidence/community/actas/source-family-reconciliation-v2.json` and the **20** per-package manifests current to 28 August 2026: 19 ACTA/minutes families plus one non-ACTA notice/agenda. Every located control copy is `located-package-digitised-public` / `PUB-DIGITISED`, while retaining `complete_public_text: false`, `manual_source_line_verification: false` and the explicit OCR-certification limitation. Seventeen packages use public-redacted OCR/text; three use explicit full-page redaction markers, with separate private automated OCR custody covering **166/166 pages** and no manual certification. Section 7 records the current aggregate state; every exact source and derivative hash remains in its package manifest.

**Current-package control:** the rows below identify the actual control binary for each generated public-safe package and distinguish separately hashed siblings. The current pre-publication result for the 20 indexed source packages is `located-package-digitised-public` / `PUB-DIGITISED`; only 19 count as located ACTA/minutes families. Reviewed merge, deployment and live readback remain pending, and variant/evidential limitations remain open.

The public source facsimiles contain no text layer. Their redactions are burned into the raster pages; the public images and facsimile page counts must match each manifest. `complete_public_text: false` and `manual_source_line_verification: false` remain mandatory until a human source-line comparison is recorded. The source-family reconciliation v2 keeps variants distinct and records the resolved visual/text-equivalence findings.

Open documentary gaps are not hidden by the digitisation result. The standalone 20-Nov-2018 ACTA remains unlocated. Of the two annexes referenced in the 10-Aug-2012 ACTA, the five-page president's statement is located at pp. 66–70 of the 155-page 10-Apr-2014 package, while the separate objection writing remains unlocated. The complete typed 2014 version and its pp. 2–4 also remain unlocated. The 10-Apr-2014 notarial package and the distinct 15-Jul-2008 17:00 CEXP source are counted among the 19 ACTA/minutes packages; their inclusion does not establish authenticity, legal authority or validity. The twentieth package is solely the RICPE notice/agenda: the primary 29-Dec-2021 meeting/resolution records and any minutes/outcome for the scheduled 11/12-Mar-2022 meeting remain unlocated. Two byte-identical notice objects count once and do not prove service or occurrence.

## 7A. Superseded 23 August 2026 derivative matrix — retained for audit history

The remainder of this section describes the earlier 15-package OCR-only layer. It is retained solely to show what was superseded; it does not state the current publication status.

`PUB-TEXT-EDITION-PARTIAL` means that page-sequenced public-redacted OCR/extracted text, a rendered text-edition PDF and matching text-edition previews exist. It does **not** mean a complete or manually line-verified transcription, a source facsimile, source page images, a certified copy, a preservation master or a reconciled source family. A `Full` public-safe transcription and a redacted source facsimile remain future completion gates.

The index and manifests enumerate exactly **15 partial packages**, using **179 package-source pages** and producing **209 text-edition PDF pages** plus **209 WEBP previews**. ## 8. Public/private and privilege decision rule

For each source, preserve two deliberately separate objects:

1. **private preservation master:** native binary or native export, full headers/revisions, SHA-256, acquisition metadata and access control; and
2. **public derivative:** verified text, page references, neutral redactions and a redacted facsimile whose redaction is burned in and re-extracted to confirm that hidden text is absent.

Do not publish:

- signatures, DNI/NIF, private addresses, telephone numbers or personal email addresses;
- owner-by-owner debt/bank/payment rows unless lawfully necessary and separately reviewed;
- bank account data, tax-reserved records or confidential corporate/personnel data;
- raw meeting audio or unverifiable speaker labels;
- full lawyer/client, PwC or litigation-strategy communications without privilege/confidentiality review; or
- allegations of fraud/crime as findings.

Indexing a private email by date, subject family, functional capacity, attachment name and stable opaque ID does not waive privilege and does not authorise publication of its body.

## 9. Controlling interpretation and contradiction locks

- Owners' Community, CEXP, LPB, Monterecco/Pink and later operators are separate legal/capacity layers.
- February and June 2011 are separate events. Debt/vote/CEXP-maintenance/Pamanil propositions must not be moved into the February ACTA without source proof.
- The 15-Jul-2008 12:00 Owners' Community event and 17:00 CEXP universal meeting are separate events and source families. Participation by LPB and Montelanza in the latter supports a mixed/contested classification; it does not establish who convened it, the representation denominator or legal effect.
- The 10-Apr-2014 source records an ordinary meeting. `Extraordinario` in a later carrier filename is a source-label error, not a reason to reclassify the meeting. The partial 16-Apr typed version is a materially conflicting variant, not a replacement for the 155-page protocol-422B package.
- The two located 10-Jun-2016 AMR parts document a private working-meeting recording, not an ACTA. Their combined measured duration conflicts with a later `144 min` label; neither label nor duration authenticates speakers, content or transcript alignment.
- `Pamanil did nothing` is superseded as a literal universal statement: documentary/administrative/judicial acts and a work proposal exist. Actual integrated maintenance, payment and Gil's alleged criminal purpose remain separate and unproved.
- Pink's factual operation and 2012 instruments remain visible even while Gil's total-nullity *ab initio* position is recorded as an unadjudicated party position.
- `Pink never had any key` is too broad on the current record. The controlled position distinguishes physical access keys, the CEXP maintenance/master set, custody, possession and legal authority; the facial 22-May-2017 instrument remains adverse evidence.
- A structured public redacted digest is not a complete line-by-line transcription.
- A filename such as `TOMA DE POSESIÓN` is not an adjudicative finding.
- No 2019–2021 ACTA located in this finite universe does not prove no meeting or ACTA exists. The later recital of a 29-Dec-2021 RICPE shareholder resolution is not an ACTA and does not close that gap.
- The 29-Dec-2021 RICPE recital (`D-OPEN`), the 4-Feb-2022 Owners' Community ACTA (`C2`) and the notice-only 11/12-Mar-2022 RICPE event (`D-MIXED`) are three distinct events. Corporate notice, Community ACTA and later recital must not be merged. Attendance, notice, receipt or later reliance cannot by itself assign control or juridical identity.
- The two byte-identical RICPE notice objects are duplicate custody copies of one five-page source package. The notice is not minutes and proves neither meeting occurrence nor resolutions adopted.
- Source attachment, circulation and receipt do not prove truth, adoption, performance, lawful authority or criminal intent.

## 10. Public-index contract

The website document room consumes:

That JSON is a derivative public index, not this evidential register and not a native-source manifest. Its contract must remain aligned with this register and the document-room renderer. Each record must use a stable event ID and, at minimum, provide:

- `id`, `date`, `body`, `status`, bilingual title/notes fields;
- `complete_public_text` as a strict boolean;
- `transcript_source` / `transcript_es` and, where available, `transcript_en`;
- `public_pdf`, `page_count`, `preview_pages` and an integrity-manifest link;
- a source hash only when the hash target is explicitly identified; and
- no private native locator, personal identifier, privileged body or restricted attachment URL.

The status `located-package-digitised-public` is required when the located control copy has page-sequenced public-redacted text or explicit page markers, rendered text PDF/pages, raster-only redacted source facsimile, source-page gallery and manifest. It does not imply complete public text, manual OCR certification, authenticity, source-family completeness or legal validity. Legacy `located-package-complete-public` / `located-package-partial` values must not replace that current status. A referenced but unlocated original remains `referenced-original-not-located`; a working meeting remains `non-acta-event`.

The execution/package agent creates and validates `public-index.json`. This register does **not** duplicate that generated public index.

## 11. Fresh-thread pickup rule

Before drafting or publishing any ACTA/event proposition, a fresh thread must:

1. read this register and the controlling correction/deletion files cited in §3.1;
2. retrieve the native source by `SP-SRC-*` locator;
3. verify the source, page and evidence status rather than relying on this summary;
4. update the source/event/reliance and public-completion rows together;
5. preserve adverse evidence and unresolved variants; and
6. apply the deletion limits and exact remaining-evidence checklist in `archive/ACTA_MEETING_PERIMETER_CONTINUITY_AUDIT_28AUG2026.md` and `archive/ACTA_DIGITISATION_PUBLICATION_CLOSEOUT_28AUG2026.md`; continuity may permit deletion of an originating chat only after merged-commit and live-site readback, never deletion of native sources, private custody copies, backups or unresolved evidence.

## 12. Six-part live-publication conclusion

1. **All located control copies digitised and published:** **YES, IN PUBLIC-SAFE FORM.** PR #1182, merge `67b144e6fd1d2312f8d4ab1830c28eb17eca8d5f`, Pages run `33217481784` and 158/158 exact live readbacks establish publication of all 19 located ACTA/minutes families and the one located non-ACTA RICPE notice/agenda package. Native sources remain private.
2. **Every historical ACTA located:** **NO.** The standalone 20-Nov-2018 ACTA remains unlocated. The primary 29-Dec-2021 RICPE records and any ACTA/outcome for the scheduled 11/12-Mar-2022 meeting are also unlocated, as are identified annexes and potentially other sources outside the finite search.
3. **OCR manually certified:** **NO.** No package has line-by-line certification. Seventeen packages use public-redacted OCR/text; three marker-only packages have separate private automated OCR custody covering 166/166 source pages, expressly uncertified.
4. **Source authenticity established:** **NO.** SHA-256 and deterministic derivative checks establish integrity of received binaries and generated artifacts, not official origin, authorship, truth, signature authority or minute-book identity.
5. **Legal validity established:** **NO.** Occurrence, authority to convene, notice/service, quorum, voting entitlement, exact resolution wording, validity, implementation, reliance, knowledge, intent, causation, benefit and civil/criminal characterization remain distinct and partly open.
6. **Continuity safe for deletion:** **YES ONLY FOR THE ORIGINATING CHAT/TRANSIENT WORK CONTEXT.** This does not authorise deletion of native sources, private custody copies, locator controls, evidence records, backups or unresolved evidence; provider-independent custody resilience remains open.

The controlling completion formulation is: **all located ACTA/minutes families and the located non-ACTA RICPE notice package are fully digitised and published in public-safe form, with remaining historical, annex, variant, transcription, authenticity, legal-validity and custody-resilience gaps explicitly preserved.** “All ACTAs complete” remains unsupported.
