The record now supports a substantial functional-convergence investigation: from the alleged capture or reconfiguration of the Community organ in 2011, through the use of debt, voting, representation and documentation, to alleged enablement or adoption inside Concurso 36/2012 and the later CAM/Acosta Matos concentration of credit, units, access, material control, project and operation. Right of reply. Documentary pressure does not mean denying named actors a voice. It means requiring every response to be verifiable and tested against the same chronological and evidentiary record.
